In this second session of PHAROS Permitting Webinar Series, we explore a new set of European projects that face administrative and regulatory challenges within the Blue Economy sector. The main goal of this roundtable is to enrich the common knowledge on the field- based on the central pillar of PHAROS, cocreating-to find shared solutions and move toward action and not just theory. The session was organized as follows, where project managers
• Identified patterns (similarities between the various obstacles identified).
• Classified administrative barriers according to their nature (regulatory – legislation/regulations; procedural – process efficiency; organizational – resources or administrative management).
• Performed an impact analysis: assessment of whether cases are isolated incidents or whether the barriers are widespread.
The central part of the session, the debate, compiled both questions from the audience (in-person and online) and the moderation of the panel.
Following steps consist of gathering the lessons learned from this new set of EU projects, harmonizing results with the first inputs from the initial session held in the MarCoLab Mega Event in January 2026 and putting them together to organize a third and final session with the Administration.
